The Disabled Association says too many badges are being issued and up to 700,000 used fraudulently. Executive director, Douglas Campbell said, "Too many people think they are entitled to a disabled badge as soon as they qualify for a bus pass.

Too many badges are being issued and the abusers are depriving the genuinely disabled of places and jeopardising the acceptability of the scheme". The groups say the scheme is impossible to police effectively and are calling for it to be overhauled.
